In most cases, it still is necessary for a project manager to get a decision by making his recommendations through several layers of hierarchy in the Service. The recommendations too often are reviewed by people who don’t really know very much about the matter. At best, they delay the decision. At worst, they modify it in some unwise way and actually make the program manager’s job more difficult.
There is growing agreement that better program managers should be assigned to these important jobs — that program managers should be trained for the job and be given recognition. We are setting up a greatly improved school for program managers which has the support of all of the Services, and so some progress is being made.
